TV is hit with tough new rules on sex and violence

New rules will protect under-18s from explicit sex and violence on TV.

Media watchdog Ofcom today unveiled its new code of conduct for the broadcasting industry.

While the 9pm watershed, which focuses on protecting those under 15, will remain, controversial new regulations mean that broadcasters cannot screen material that might "seriously impair the physical, mental or moral development" of under-18s.

TV bosses must now justify potentially offensive material by its context - including time of broadcast and size of audience. They must ensure there are clear warnings to viewers of a programme's content.

It also means that there should not be an "abrupt" shift in the tone and content of programmes broadcast straight after the watershed.

The new rules - which will come into effect on 25 July - state that programmes must not include material which "condones or glamorises violent, dangerous or seriously antisocial behaviour and is likely to encourage others to copy such behaviour".

Ofcom chief executive Stephen Carter said: "The new code secures the protection of the under-18s, which our research has shown to be an important priority for viewers." Potentially offensive shows such as Jerry Springer: The Opera can be screened, providing they are "editorially justified" and enough warnings are given.

Ofcom has also banned channels from screening any adult material with an R18 certificate - commonly relating to hardcore pornography - until TV security systems improve.
